Who Is Raihan Khan
Raihan Khan is a technology and project leader with over 10 years of progressive experience spanning UI/UX design, full-stack development, e-Government systems, and public-sector digital transformation across Bangladeshi ministries and EU-funded international initiatives. He founded ABCL TECH in April 2020 with a single belief: technology is free and open for everyone, and language should never be the wall that keeps a curious student from learning it.
Alongside ABCL TECH, he serves as IT Manager at Management and Training International Ltd., directing technical operations for national digital-service projects, and works as an active independent researcher in trustworthy Artificial Intelligence — focused on hallucination measurement, retrieval-augmented generation (RAG), knowledge graph retrieval, and low-resource Bangla-language Natural Language Processing.
He holds a B.Sc. in Computer Science and Engineering from North South University, Dhaka, and is currently formalising his AI research through further study in Human-Centred Artificial Intelligence.

Directs technical operations for the Bangladesh-Bharot Digital Service and Employment Training (BDSET) Center Project and the TCMS software, and leads the "Birer Konthe Birgatha" national digital archive.

Benchmarking RAG, Knowledge Graph, and Hybrid Retrieval Architectures on Bangla-Language Regulatory Documents
Built an end-to-end evaluation harness benchmarking vector RAG, knowledge-graph retrieval, and a hybrid approach on the Bangladesh Public Procurement Rules 2025, across three open-source LLMs (LLaMA, Qwen, Gemma), using hallucination rate, faithfulness, and semantic similarity as core metrics. Technologies: Python, LangChain, Hugging Face Transformers, FAISS, Neo4j, RAGAS.
The Growing Need for Reliable AI Chatbot Information
Investigated methods to combat misinformation in conversational AI systems, surveying trustworthiness frameworks aligned with emerging AI governance principles — transparency, factual grounding, and temporal accuracy.
